REGULAR MEETING APR. 1, 2002
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Patton called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Eldredge & Lewis, J. Blessington, J. Semmlerock and R. Tulis.
APPROVAL OF MINUTES
SELECTMAN ELDREDGE MOVED TO APPROVE THE MINUTES OF 3/18/02.
Selectman Lewis seconded the motion.

PRESENT TO SPEAK
John Blessington was present to urge the Board to modify the policy for use of the Town Hall. The Republican Town Committee had to have a meeting within a certain window and had reserved the Town Hall and got bumped at the last minute. He understands that Town board and commission meetings take priority over non-Town functions but could there be a window, say a week or so? The Board of Finance meeting was not an emergency one. First Selectman Patton commented that he would have a hard time having a time frame. The Board of Finance was originally scheduled to meet in the smaller conference room but the number of people grew and they needed the Town Hall. First Selectman Patton apologized for the inconvenience. Mr. Blessington commented that they used the back room of the Town Hall. Selectman Lewis asked if there was a problem with the Town using the schools? First Selectman Patton commented that he didn’t think there was. Selectman Lewis asked about a sound system for the
Town Hall. First Selectman Patton said that Nathan Philippi was looking into it.
CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
First Selectman Patton commented that he received another letter regarding the Para-medic services and is looking into this. He is going to a meeting at Windham Hospital with WRPA on Friday and hopes to get more information.
VILLAGE HILL ROAD BRIDGE
First Selectman Patton commented that the bids were opened last week. The apparent low bidder is PJF Construction, from West Hartford. First Selectman Patton has a meeting with them and A N, the engineer firm, on Wednesday, April 3 to discuss their qualifications, experience, subcontractors, schedules and bonds. PJF’s bid was for $1,196,327.30, Barr, Inc. was $1,204,035.24 and Beebe & Sons was $1,247,838.91. It will cost $200,000 for the engineering firm to monitor the work. A N will check references and everything else. DOT’s experience with PJF has been positive.

TAX REFUND
FIRST SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $1,315.40 TO TERI BROOKS RASULIS.
Selectman Lewis seconded the motion.

PUBLIC WORKS
First Selectman Patton asked Jeff Semmelrock how the mower was working; Jeff said fine, it will get a workout in the fall. Initially, the work will not look good but will come in great. Jeff commented that they started digging on Mason Road.
FAIR HOUSING
First Selectman Patton commented that he received a letter regarding Fair Housing. As a recipient of current or as a potential applicant for future Small Cities funding it is important that we evidence its commitment to and support for the principles and practices of Fair Housing. It is suggested that we adopt a Fair Housing Resolution, a Fair Housing Policy Statement and Compliance with Title VI of the Civil Rights Act of 1964.

FIRST SELECTMAN PATTON MOVED TO ADOPT THE FAIR HOUSING POLICY STATEMENT AND APPOINT THE DIRECTOR OF COMMUNITY COUNCIL AS THE FAIR HOUSING OFFICER.
Selectman Eldredge seconded the motion.
VOTE: 3 YES (PATTON, ELDREDGE & LEWIS) 0 NO
FIRST SELECTMAN PATTON MOVED TO ADOPT THE COMPLIANCE WITH TITLE VI OF THE CIVIL RIGHTS ACT OF 1964.
Selectman Eldredge seconded the motion.

FIRST SELECTMAN PATTON MOVED TO JOIN THE FAIR HOUSING ASSOCIATION OF CONNECTICUT FOR $20.00 ANNUALLY.
Selectman Eldredge seconded the motion.

MONDAY OFFICE HOURS
First Selectman Patton commented that we have been requested to look at the Monday office hours. Instead of closing at 2:00 P.M. and re-opening from 6:00 P.M. to 8:00 P.M. could the public hours for Monday only be
12:30 P.M. to 7:30 P.M. All the personnel that go home in the afternoon and come back Monday evening have been consulted and agree with the change.
SELECTMAN ELDREDGE MOVED TO CHANGE THE MONDAY OFFICE HOURS FOR THE TOWN OFFICE BUILDING FROM 9:00 A.M. TO 2:00 P.M. AND 6:00 P.M. TO 8:00 P. M. TO
12:30 P.M. TO 7:30 P.M. (MONDAYS ONLY), EFFECTIVE MAY 6, 2002.

GOOD & WELFARE
Selectman Eldredge inquired about the fuel monitor. First Selectman Patton commented that it still needs to be done. Selectman Lewis asked if we would be able to borrow the school’s sound system for the Town Hall. First Selectman Patton will check on it.
